Fayetteville, NC - 5 are Charged in Patrol Car Break Ins at Sheriff's Annex

Five people have been charged with breaking into patrol cars parked at the Cumberland County Sheriff’s Annex over the weekend.

On Wednesday, sheriff’s spokeswoman Debbie Tanna said the cars were broken into at a time when no one was at the annex on Gillespie Street.

The break-ins and vandalism were caught on tape by security cameras.

Detectives believe the five gained access to the cars by cutting a barbed-wire fence, Tanna said. The break-ins were discovered about 6 a.m. Sunday when investigators saw a damaged rear window and interior damage to one of the cars.

Tanna said several cars in the lot were damaged, but she did not disclose how many. She said the contents of the cars were strewn about the property.

She said all of the stolen items have been recovered. She would not say what was taken.

Arrest warrants stated Jessica Lynn Madden had a .45-caliber gun and Willard Thomas Mason and Kenneth Emarvin Gregory each had a bulletproof vest with “Sheriff’’ written on the front.

On Tuesday, Madden was charged with possessing stolen goods and conspiracy. He is 24 and lives on the 6000 block of Daughren Drive. Bail was set at $2,000.

That same day, Mason and Gregory were each charged with possessing stolen property, receiving stolen property and conspiracy. Gregory also was served a warrant for failing to appear in court on charges of driving while impaired and making an unsafe lane change. Bail for each was set at $10,000.

Mason is 28 and lives on the 1800 block of Martindale Drive. Gregory is 20 and lives on the 200 block of East Jenkins Street.

Dustin Ernest McPhaul, 18, of the 100 block of East Hudson Street, and Calem Reece Madden, 19, of the 1500 block of Tony Drive, were arrested Monday.

McPhaul is charged with two counts of possessing a weapon of mass destruction, breaking and entering, larceny of a firearm and conspiracy. He also was served a misdemeanor warrant charging him with failing to appear on charges of simple assault and injury to personal property. Bail was set at $5,000.

Madden is charged with conspiracy and possessing stolen goods. Bail was set at $5,000.

Tanna said the Sheriff’s Office may implement changes at the annex but would not say what they might be.
