Edmond, OK - Cuffed Prisoner Steals Edmond Police Officer's Cruiser - Suspect Shot By Police - Crashed Cruiser

EDMOND, Okla. -- Two Edmond police officers are on suspension and a man is
in custody after he made off with a police cruiser.
Officers said that 29-year-old Todd Heinen, of Okarche, was pulled over on
suspicion of reckless driving near the intersection of South Broadway and East
Fourth streets on Monday evening.
Police decided to impound his vehicle because Heinen was allegedly driving on a
suspended license.
After Heinen was cuffed and put into a squad car, he somehow managed to
maneuver the cuffs to the front of his body, get out of the back seat and drive
away in the squad car.
The officers said they fired shots at him near the intersection of 33rd and
Broadway streets -- striking his hand.
According to police, Heinen then hit some barricades in a construction zone near
Memorial Road and Broadway Street.
Heinen then ran off on foot and police chased him for three minutes, officers
said. He was finally caught under a bridge near the crash site.
Heinen was taken Oklahoma University Medical Center for treatment.
Two officers who fired at him will be put on administrative leave.
